Mark Solomon, Ph.D., Water Research Scientist, Idaho Water Resources Research Institute (IWRRI), presented the Rathdrum Prairie Aquifer Water Demand study and detailed the process and methodology by which Idaho purveyors file water right applications based on Reasonably Anticipated Future Needs (RAFN).
On January 27, 2015 Director Maia Bellon signed a new instream flow rule for the Spokane River and Spokane Valley Rathdrum Prairie (SVRP) Aquifer for the benefit of the community and the river. The rule goes into effect February 27, 2015.

COEUR d’ALENE Regional hydrologists are close to understanding how pumping ground water from the aquifer affects the flow of the Spokane River. Hydrologists Ralston, Porcello and Johnson presented some of their most recent findings and tools they have developed to measure those impacts Wednesday afternoon at the Spokane River Forum.
The initial lead agency concluded that the Lakemore proposal was not likely to have significant adverse effect on the environment if mitigated according to its Mitigated Determination of Nonsignificance dated August 28, 2014. The new lead agency, LLSWD, has reviewed the environmental checklist, the Mitigated Determination of Nonsignificance, together with all of the comments and materials submitted to the initial lead agency on the Proposal. The new lead agency has determined that an environmental impact statement (EIS) is required for this Proposal.
WSU, CWU, Uof I and the University of Utah are collaborating on a NSF and USDA funded research grant named WISDM. Tung Nguyen and Heather Baxter explain the technical aspects to modeling the Spokane River ‘s low flow trends in a changing environment.

The Watershed Integrated System Dynamics Modeling (WISDM) mission is to understand how climate and land use changes have affected water quantity and quality in recent decades, and how will climate variability and change impact water quantity and quality in the next few decades.
The Spokane Aquifer Joint Board is recognized by the American Water Works Association as the 2014 Exemplary Source Water Protection Award recipient in the ‘Very Large/Mixed System’ category. Awards will be given on June 6, 2014 at the annual Conference in Boston Mass.
Mike Hermanson, Spokane County Water Resource Specialist, presented a summary of the development process and data collected to create, modify and update the Spokane County Water Demand Forecast model.
