Consolidated Irrigation District No. 19, located in Greenacres in the Spokane Valley, began operations in 1966. It provides water to 7,745 customers. The general service areas are from Flora Road east to the Idaho border, excluding Liberty Lake and Newman Lake. CID No. 19 also serves the Spokane Valley Mall and areas from Pines Road east on the north side of the I-90 freeway.
