 1.  CALL TO ORDER

  • Welcome and Introductions
  • Consideration of SAJB Meeting Minutes 01.24.02 will take place at the March 28th meeting – your SAJB Secretary is recuperating from rotator cuff surgery.

2.  FINANCE COMMITTEE REPORT – Steve Skipworth, Treasurer

  • Approve Bills

3.  OLD BUSINESS

  • Designation of “Alternate” Board Members for voting
  • Certificates of Water Availability
  • Data Base of customers around wellheads

4.  NEW BUSINESS

  • Washington Government Entity Pool / Insurance
  • 2002 Spokane Youth Environmental Conference Sponsorship (May 22, 2002 @ Gonzaga University); potential sponsorship at 3 Levels, each level includes logo on conference print materials ($100), + signage ($250), +publicity materials ($500); we can also donate items for attendee packets (est. 250), pencils, magnets,  notepads, etc.
  • Aquifer quantity study by Spokane / Coeur d’Alene Chambers of Commerce – meeting Feb 25th in Post Falls

5.  WELLHEAD PROGRAM IMPLEMENTATION PLAN

  • Committee Reports
    • ProActive Business – to participants in IGC business assistance program, letter of thanks + window decal
    • Potential Contaminant Source Inventory – pilot test @ Irvin completed; schedule for all remaining districts
    • Household Contaminant Disposal – 2002 Event pieces nearly assembled for mailing in 1st week of March
    • Education & Awareness – RFP for 2002 Survey sent to 11 entities (deadline Friday March 15th);  RFP for Aqua Duck development sent to 13 recipients (deadline Friday, March 8th); truck decals and bumper stickers in production.  Final radio spots ready for preview Friday, March 1st.  Children’s Theatre RFP distribution pending until school districts respond.
  •  Program Leader Report – Julia McHugh

1) GUEST SPEAKERS – Linda Pilkey-Jarvis and Jeannie Brandt, DEPT OF ECOLOGY SPILL RESPONSE & PREPAREDNESS– to present an overview about spills & gather input about the level of protection these rules should provide.  The rules are currently under review.

2) Watershed Resource Inventory Analysis WRIA – draft data compilation and assessment report comments; debate on need for and methods to conduct in-stream flow measurements on the Little Spokane River

3) Friends of the Aquifer –  Avista applies to expand existing 170 mw plant, increasing aquifer water use to 3 million gallons of water per day, and power output to 260 mw.

4) Kootenai Environmental Alliance – Feb 6th  public meeting in Rathdrum re: power plant appeal – reported by Jim Lahde

5) Washington Citizens Action Committee – Feb 26th last day to respond to Coeur d’Alene basin cleanup plan

6) Safe Water Coalition of Washington State – alerting citizens to House Bill 2703 to “study the costs and benefits of fluoride in public water supplies”, legislative hotline is 800-562-6000.

7) Earth Day April 20, 2002 –shall we set up the SAJB Booth? Cost is a donation from $25 – $100.  Will need volunteers to staff the booth in 2 hour shifts
